I'm really not sure.  With Christmas fast approaching, the Government, Scottish Executive and other devolved administrations will want to make a real effort to sort things.  They cannot afford to lock people down during that period.

Hopefully no faux racist incidents anywhere on the globe either.  Protests against such must be allowed no matter the circumstance.
